We installed mod_dosevasive on our server after getting hit repeatedly with hundreds of requests for the same video files simultaneously eating up our bandwidth and slowing the box down to a crawl. Afterwards, users on a forum on the server began to get the 403 error when navigating around the board. Since the blocking period was 10 seconds, they'd have to wait that long before refreshing the page. Some users report getting the 403 even after waiting 10 seconds. It's happened to me as well.

Any ideas why this might be occurring?
